If you don't see mods at Mods tab but you see them at Steam Workshop then close the game. Open Steam client and try to unsubscribe and subscribe any mod again and pay attention if Steam is downloading workshop content - you should see the text on the client footer which says Downloads and for a split second it should also show downloading bar. If nothing happened when you subscribed or unsubscribed a mod then check Downloads page, because Steam could just put it in the queue for later, depends on client settings. If there is nothing queued open Steam client preferences again and at the Downloads tab change Download Region city to a completely different one, it does not even need to be close to your current location or country. Then you will see a prompt for restarting the client.
